Unfortunately I really don't see this happening. Occam's Razor may not mean much in the Dresdenverse but damn it, it applies to real life!

Psychomancy isn't that rare of a talent, at least some of the White Council's healers are skilled in mind magic (since they have people to repair the damage Peabody did). The only real thing keeping the Council from having some extremely powerful psychomancers is their policy of never actually touching the stuff.
I agree she has a 'thing' for Harry, but when did this 'thing' become an obsession?
Let's see, how many names can you think of for the personification of winter? If the number is less than five you grew up in the desert.
Likely as not she caused the last Ice Age (which we're still in by the way).

As I recall, he stated that the reason Mab/Titania are as powerful as they currently are is because they used the Stone Altar as focus power into themselves. Adding on to that, Jim has implied that Mab was once as small and powerless as Toot-Toot, which to me implies that she was once either Wyldfae or simply a very minor Fae.

My pet theory for the human comments are that nature spirits have existed for as long as magic has on Earth, and that they have mated/merged with or simply adapted to the mortal, 'real' life on the physical plane as each successive species becomes dominant on the planet. Mab, in my opinion, was one of the first of the natural spirits of the time to mate with humans (by far the most intelligent creatures on the planet) and gained her power from the Ice Age that was in full swing and the advantages of having a brain much more capable of abstract thought than previously.

The idea behind the Item of Power is so that mere mortals will have the ability to do supernatural things without being supernatural themselves. All you have to do is creatively interpret the power so that it encompasses things like what you're wanting. You could even add it in as a stunt, since that's what they're for, really.

Mab having something does not necessarily imply that lesser creatures of Winter have the same. Still, you may have a point...though she did memory erasure not full on mind control, that might be thematically close enough to death and/or slumber to be available to Unseelie Magic.

Mind control is basically putting the victim's consciousness into a sort of slumber so that the Wizard/Fae/etc. takes over their body and mind.

I see it basically as the GM's decision. You have the choice to play the Lawbreaker stunt through a Cosmic Eye view or through a White Council view. In the first you get the stunt if magic reacts to it (a very black and white view, to be sure). The second though gives you a few shades of grey to work with, since the WC allows Wardens to use some very specific breaches of the Laws to happen (such as counter-psychomancy and biomancy as a distilled version of transformation). Personally, I prefer the latter approach but I would imagine the first can be used for some very good introspective games where the very nature of magic is an important part of it.

Firstly, Harry didn't really control the ghosts to attack Bianca, he just gave them a bit of a push and let them do what they wanted from there, so I'd call it a light grey area that is at the very opposite end of the necromantic spectrum to Corpsetaker's magic (closer to Morty's ectomancy than true necromancy, I'd expect).

The second one I'd definitely call Lawbreaker on. Its your magic that is allowing the death to take place, no matter that it was a mundane method that ended it. I'd especially call it on the drowning example, since otherwise the person would likely be able to escape.

Probably wouldn't be able to use that as a PC though, since it took approximately several millenia for him to build up that kind of power. Unfortunately you can't play as a god in this rpg, fun though it might have been.

A particularly fun one I thought up was increasing/removing the momentum of one of a charging enemy's legs so that they end up falling over themselves.

Two words: Invisible Wedgie.

Water
Create a shroud of moving water that encompasses the enemy, cutting off any magical connections emanating from that person. (Not really a good one for standard spellcasters but brilliant for necromancers and the likes)

Create a fog that can help you hide/run away/etc.

Increase the water levels in an enemy's cells until they burst.

Increase the water pressure in an enemy's eyes until they burst/go blind/start screaming.

Summon the fluid in the skull to the back so that the frontal lobe dries up.

Earth
Take a cue from Magneto and summon the iron out of an enemy's body.

Bunch up a load of metals/minerals in an enemy's heart until it's too big to fit into a vein/artery then release.

Evocation mind control would be along the likes of what Corpsetaker used on Harry in Dead Beat. Throwing psychic pressure against a mind so that they can't run, or cast spells, or what have you. Nothing nearly as sophisticated as what Molly has been shown to do but useful nonetheless.

Mab has already proven that mind manipulation is possible in Turn Coat, so I don't see why she wouldn't be able to outright control a person if she wanted to. Of course her main reason for using human proxies is to take advantage of their free will so mind control is probably one of her least used magicks against humans, but that's a matter of nature rather than ability.

But would that count if, on the off chance, no human had ever been killed by one of my bombs? It's an unlikely situation considering the nature of the things, but I've been arguing with one of the other players that you only get a Lawbreaker stunt once a human has been killed, no matter the intent that went into creating the bomb. After all, my driving goal here is to kill me some RC vamps, not to kill humans.

Hi, I'm the guy who designed the magical bomb maker from the original question and I thought I'd explain his thought processes a bit more to perhaps iron out the complexities.

His back story basically amounts to his family being killed by the Red Court a year or so into the war and him deciding to use his talents (Pyromantic Ritual [-2]) to get his revenge, with preventing such tragedies from happening again being more of a justification than a deeply held belief. He did that through making explosives. My original plan for him was to have him plant his bombs in structurally important places in Red Court outposts and the likes so he could later bring down the building upon them all with a piece of the bomb to use as a remote detonator. Later thought brought me the idea that perhaps sneaking into a building full of creatures that could hear your heartbeat and smell your sweat might not have been the best idea. So I decided to add in Veils with the Channelling [-2] power and Refinement [-2] for 8 extra enchanted item slots.

This would leave me with 1 refresh point as per the Up To Your Waist power level, which is fine. However, since I've been working with the Fellowship of St. Giles for a good while now, providing them with bombs and doing the occasional mission myself and perhaps the Law has been broken despite my best efforts to avoid it, or I simply don't know about it, either works. My driving goal behind all this is killing Red Court monsters; it's even in one of my aspects that all other concerns fall to the wayside when I see the chance to take out some Red Court. So perhaps I'm a bit callous with the lives of those inside (though I do make attempts to prevent innocent people dying, those addicted to RC saliva are ones I try to put out of their misery with mundane weapons (I have heard of the Laws and understand the consequences for breaking them) with the justification that they're tainted and that if I had become addicted to the stuff I'd want to die too), but the real worry at this point is the bombs given out to other Fellowship members.

So would I get the stunt?
