No idea regarding Accelerated, but given Accelerated's bare-bones system I doubt there's going to be a very large book. It also can't simply build on the three DFRPG books, as it's a separate product.

The DFCO card game doesn't really have "info" in that way. It's a co-operative card game, with scenarios, characters and abilities based on the books.

Note: To be extra clear - everything (but the DFCO info) is speculation. I have no special knowledge, I'm not even a DF Accelerated play tester.

Eventually, I'd think there would be. However, given how long Paranet Papers has taken I wouldn't expect anything for quite some time. Dresden Files Accelerated is still coming, and DFCO card game is in production, so their Dresden plate is pretty full currently.

Regarding FATE Core's applicability: There are quite a few small differences in rules that could serve to confuse rather than clarify if you haven't yet solidified the DFRPG rules, but I would highly recommend reading the chapter on Aspects in Core! It can really help in getting a good grasp on how to use aspects and how to make them engaging.

Personally, I usually prefer Core's 5 aspects to DFRPG's 7, but feel that out yourselves!

The canonicity (if it's not a word - it is now!) of the RPG books are... complicated.

In my mind, we have to chop them up in a couple of parts.

First, YS.
I'd go out on a limb and say No. Relatively Canon-fitting, but not canon. If nothing else because the Billy writing the book is clued in to a degree at least an order of magnitude higher than canon Billy becomes in TC, which is later in the timeline than YS. He has also never been shown Bob, and I doubt Harry would. So all the little quips, the explanations of how things work, etc may or may not be specifically JB approved.
My verdict: Non-canonical.

Second, OW.
This gets a lot more complicated.
The short story, "AAAA Wizardry", is straight up written by JB. Ergo, just as much canon as the other short stories.*
Ch 1-3: Old World Order, What Goes Bump and Who's Who. These (or parts of them at least) are used as reference material by JB when he's writing the novels. He has stated as much in several interviews. This puts them in a sort of semi-canonical state in my mind, since JB clearly considers them good enough to inform his own work.
Ch 4: Occult Chicago. Since I don't know much about Chicago, I don't know, but I get the feeling that this is actually a lot more Real World RPG'd than Dresden Canon.
And as with YS - the various IC quips? Non-canonical on the same grounds as YS.
My verdict: Mixed bag.

Third, PP.
This may need separation like OW did, but on the whole, I think this is back solidly into non-canon.
I don't know if JB uses the updated Who's Who like he does the original from OW, but that is probably the most canonical in the book.
The five "locales" are probably not to be considered canon, given that some of them takes approaches that are... Not contradictory, but... A bit odd in relation to the novels. The immense spread of magical ability of some sort in the Neverglades, the exchanges between Eben and Simon in the Russian Revolution chapter**, etc.
My verdict: Non-canonical.

* I am almost 100% certain that this is the full extent of what JB has written specifically for the RPG. I'm completely uninformed on how writing credits work, but a quick flip through YS showed at least one case of exact quoting from the books, and not specifically as a quote - there's a phone-book ad with the full text just as in the novels. I'd think that'd be enough for a writing credit in YS.

** I can't recall any WC prohibition against political involvement. The Council as a body does not take sides, but I haven't seen any problems with individual members being involved; as long as they don't break any laws and clean up their own mess, I don't see the Council intervening. On a lower level, but the same principle, individuals fight wars on whatever side they feel loyalty to - Morgan fought for the UK in WWI, while Eben, Langtry and presumably LtW were all active in the French and Indian War. The strongest indicator of a prohibition that I can recall is LtW's non-involvement when his tribe was killed.

The thing I like with Limitation (caveat: In theory! I haven't actually used it in play.) is that it scales.

Take The Catch: For a fairy-type character, you can actually go from Inhuman Toughness to Supernatural Toughness for free by RAW. There is no incentive to not make sure you have at least -4 worth of catch-affected powers, since Cold Iron is valued at +3. At the same time - any upgrades from that point pays full price.

Or Human Form: Billy has -6 worth of powers under Human Form - Claws, Pack Instincts, Strength and Speed. If you can find a motivation to have access to any of those outside wolf form, say Pack Instincts (worked so much with the Alphas) and Strength (minor part-body shapeshifting to increase power), this wouldn't actually cost any more despite having full-time access to half of what was previously only available in wolf form!

However - I see it as an either/or. You either go scaling Limitation or the much more math-light RAW with fixed rebates. I doubt I'd allow mixing!

Let's say you have a wizard with the following build:
Evocation - Elements (Fire, Water, Spirit) - Specialization: Power (Water +1)

Later, the wizard takes a Refinement and chooses the Specialization Bonus for Evocation and has the following:
Specialization: Power (Fire +1, Water +1) Control (Water +1)
So far, so good. The Refinement adds 2 specialization "points". You've spent them to go from 0 to 1 each in Fire Power and Water Control.

Later, that same wizard takes another Refinement and chooses the Specialization Bonus for Evocation again and has the following:
Specialization: Power (Fire +2, Water +1) Control (Fire +2, Water +1)
Here you've run away a bit and added 3: one to Fire Power (up from 1), and two to Fire Control (up from 0)

Later, that same wizard takes another Refinement and chooses the Specialization Bonus for Evocation again and has the following:
Specialization: Power (Spirit +3, Fire +2, Water +1) Control (Spirit +3, Fire +2, Water +1)
And in this step you've added another 6: up from 0 to 3 each in both Power and Control for Spirit.

After a session, is the GM supposed to give 6 refresh or is it supposed to be the adjusted refresh of 1?
Actually neither. At a refresh (usually at the end of a session, yes) you get Fate Points up to your Adjusted Refresh. If your adjusted refresh is 4 and you have 2 FP at the end of the session, you get 2 more (so you're at your refresh of 4). If you instead have 5 FP, you don't get any new, so spend those FPs! This also means that if you have an adjusted refresh of 1 (quite common for Wizards, for instance) you'll actually only get FP from the end-of-session refresh if you're empty!

Then, for a Minor Milestone, I can't can't take on any more powers/stunts because my adjusted refresh is 1 but I could switch the powers/stunts that I have for new ones?
Almost exactly right! You can't by default switch out Powers; everything else is correct. Of course, there's always special cases where the story warrants switching powers, but usually that'd be a pretty big deal and probably not happen in the "off camera" moment that taking the refresh signifies.

I see no thematic or mechanical hindrance to enchant objects that way, but I'd say the difficulty would vary depending on what you want to imbue it with.

For your example to be used against the Black Court - How hard would it be to (non-magically) coat a baton with garlic? That's the baseline for the thaumaturgy. Remember to add duration - if you want to use it tomorrow, you'll have to make sure to put enough shifts into duration to cover that.

For more... esoteric catches, such as Sunlight or True Love, they'd be a bit more complex, depending on how hard a catch is to weaponize. One of the major obstacles for something like True Love would of course be the question of how you bring the actual love into the ritual. What ingredients will it require?

Mechanically, I'd just treat it as adding an aspect to the item, possibly requiring an Invoke for Effect of that aspect to establish it for the scene.

* Wait until spring-ish 2017 when it hits retail soon after KS fulfillment. No KS exclusives.
* Get in contact with someone who has backed, and deal with them to up their pledge for a copy. There are several retailers that have backed, they will most likely be more than happy to let you preorder. All KS exclusives included.
