Okay, so if I have a big, belt-fed machine gun that's at Weapon 2, and I want to make a Spray attack with it, let's say I roll a 6 on my attack.

That means my two targets dodge against my 6 and, if hit, take Weapon 1 stress (plus shifts, of course)? I've always played it that they dodge against a 3 each and those struck take Weapon 2 each.

EDIT: I just went through the rules in YS, and it looks like this IS correct, but it DOESN'T apply to evocations.

Guns and explosives get their targeting rolls split up, but Wizards have to make the split in the power of their spell, instead of the control of it. Weird.

Wait, really? What if I'm doing a zone-wide attack at only weapon 1? Like, I have a Wizard with very low Conviction but high Discipline, and roll a 6 on my targeting for a weapon 1 spell? Does it drop to a Weapon: -1? That doesn't make sense. I think it applies to the targeting roll.

One catch I use for things that are just physically tough is: Necromantic powers & some forms of diseases and poisons - anything that directly attacks the life-force of the creature, rather than representing raw physical damage.  Depending on how common such things are in your setting, this could be anywhere from a +0 to +2 catch - it's certainly not something anyone could get, but it might (or might not) be reasonably available to some decently large groups of opponents, and it's unlikely to be a well-known obvious thing, but it might (or might not) be possible to work out with some research.

There have been like a billion topics on this and this is the best idea I've heard from any of them.

That had nothing to do with him coming from the Nevernever, though. Harry explicitly says that, if their intentions are friendly, they can come in without an invitation. Same as his cleaning service.

It's about intentions, not method of entry.

Yeah, one of my characters is a Were dragon (classic drake, not Ferrovax), and I let him take Claws for free if he took Breath Weapon, sort of the way The Sight and Soulgaze can be bundled. Near as I can tell, Claws doesn't offer you anything that Breath Weapon doesn't, so I let them be bundled and rolled with the same skill.

My character actually has a collapsible hula hoop he carries around as a focus item.  :)

Inlaid with copper and various runes, of course.

One turn, if his Discipline and Conviction are high enough.

Conviction represents how much power he can put in at once, so if that's equal to his Lore, then he can potentially do it in one roll (using Discipline for the roll). Focus items and mental stress and such can be used to speed this up, if necessary.

My question is, why are you bothering with an upper limit on Refresh? What's the problem with letting the power level of the campaign dictate those terms? In any moderately high powered campaign, you're mandating that characters of this template must necessarily be weaker than the rest of the party, for seemingly no reason.

Data.

That would be a good concept for a construct.  A super intelligent AI robot.  Let him look completely human but give him some aspects that could compel his robot status:

"Complexion isn't quite natural" (which he could cover up with deception when it matters)
"Still learning social etiquette"
"Innocent as a child" (Unless he wants to be the Evil Data.  That would be cool too.)

IF he does something like that, then there's good opportunities for compels in social settings, and since data is a "sentient" AI who learns, he could gradually change those aspects as he learns to fit in to society.

I also like the idea of the living dead power.  He'd need to be repaired in order to heal.

A robot in the Dresdenverse? Where any mortal with a bare flicker of talent can look at you and go

 "poof" and you're out of commission? Seems like a supremely terrible idea to me.

You'd have to be animated strictly by magical means.

I mean, he's modified this one with so many custom skills and powers that all he really needs now are his own mechanical ruleset and a compelling setting.

You could always use the Thaumaturgy ruleset and modify it to fit the theme, all the while plugging your ears and going "it's not magic I swear it's not magic!"

Have you read Jim's Codex Alera? I'd just treat the guy like a Furycrafter, hacking away abilities that don't make sense with this system and working in the ones that do.
