Statting out GTA-type characters

So if I were going to run a game more in the style of Grand Theft Auto or Saints Row, I'm curious how the DFRPG could handle it. So for any of the protagonists from these games I'm thinking they would need enhanced healing, enhanced toughness, maybe some kind of subtle Fate manipulation power since things tend to happen to help them...so would they be Scions of some sort? Focused practicioners?

Are you looking to run a GTA or Saints Row game, or are you looking to do GTA or SR style characters in the world of the Dresden Files?

For the former, I would recommend you to look into Fate Core, the latest version of Fate. It's more streamlined, and it comes with less Setting specific baggage than the Dresden Files RPG, so I think it would be better suited to run a game like  that.

For the latter, I'll refer you to the Resources section and the custom power master list, there's bound to be enough there to model what you are looking for.
