Exactly what Sanctaphrax said. You buy the power, you get the power. Maybe you add the flavor of "if you sew your arm (or, yanno... an arm) back on it works again" or something akin to that, but supernatural recovery powers wouldn't be effected by the living dead limitation on natural recovery.

Well, granted, it's not common in high fantasy (sword & sorcery) novels, but it's not uncommon in the non-high fantasy subgenre.

No, working with modern technology is against what a wizard can do in Dresden. Nowhere has it been stated that this is a sliding scale. If you were a wizard before WWII, you could well have used the bleeding edge tech of the day without a problem, it's only after things got more complicated than that (for instance: computers) that being a wizard got to be an issue with technology.

Exactly, it's like Improved Initiative in D&D. It's great on the first round but after that it's cyclical and doesn't provide any real advantage.

In the first book, Harry mentions using faux-Latin as his casting language because it acts as an insulator but in subsequent books it's shown that he speaks Latin (poorly) as it's the lingua franca of the WC. So I'd guess that as long as it's not your primary language it's a good enough choice.

Mind you, I only get the TPBs and so am only read up to the first collection of Brightest Day. If they find the planet Hopulon-8 in the next part of the story arc, I will stand corrected. :)
