I mentioned HWWB, said top 10 at worst, maybe top 5. I think he loses to Uriel and Michael (the archangels mentioned or seen), and the Mothers. After that, not as clear if anyone beats him. Ferrovax? Maybe, but is HWWB holding back like Ferro is, to be allowed in reality? things like that are unclear

I think HWWB is on par with Uriel, but curbstomps the Mothers.
However, I think all the Outsiders are deeply limited in how much power they get to bring inside of Creation, much like wizards leave most of their power when they cross a threshold.
