Perhaps, but if they are obeying the Laws, they won't kill each other with magic - so Eb might have had openings he could not exploit

I think this is where this list -- any such list -- fails. "Knowledge is power," and the ways that some of these entities gain & use knowledge can be a *huge* combat-multiplier for them.
Harry himself says (repeatedly) that what makes a wizard next-level dangerous is their ability -- with time and info -- to specially-prep for almost any foe. Punch-for-punch, Harry could likely take almost half the Senior Council, but any of them will wipe the floor with Harry, because they know stuff he doesn't.
Mab is scary, but what makes her terrifying is all the stuff she knows. Much the same for Odin (Kringle is just a side-gig for him, a convenience that adds little (if anything) to his combat-portfolio... but likely adds immensely to his ancillary knowledge-and-logistics abilities).
Conspiracy Theorist:
Has no-one mentioned the Unicorns yet, immortal killing machines on a par with the Ladies perhaps.
Snark Knight:
Missing the Walkers, no?
Hard to place them, given we've only seen them up against a starborn, but I'd figure they're probably right up in the top tier against anything else.
