Yes but she needs to treat her vassals with due respect and and care in accordance with Law and Custom ….so long as they are loyal, and obedient and don’t embarrass her. That’s where Laplander fell down, in publicly damaging the company car she put Nameless in the position of embarrassing Mab, a vassal is responsible for the actions of their vassal (Harry’s vassal is Toot, oh dear).Mab probably would have been happy to execute the pair for that, and It will come back to bite Harry on the ass (especially if Cowl is nameless, which Mab has probably deduced by now from her info and Harry’s memories).

You must remember Mab gave Harry the ring for Maggie at Christmas, she was under no obligation to so. It would have been due recognition that the Winter Knight’s actions as her vassal had reflected well upon Mab that year. I think that it may have been for the incident on the Battlements when all the Sprites went into formation. The other Accords Members reactions pleased her enormously, it burnished Harry’s reputation, and thus Mab’s in the eyes of her peers. Not for anything else that Harry might have done that day, he merely did what was expected of him.

Law, yes.
Not too sure about "Custom."  Maybe rephrased as "that's just how faeries are..."

Actually no, The Law applies to Winter, but custom, such as guest right has application across the entire supernatural world. When Harry broke guest right in Grave Peril it caused a war, and he had to work damn hard in Peace Talks to to avoid doing exactly the same thing again.

Vassallage is recognised by custom across the supernatural world, Marcone recognised Tripper as his Vassal albeit reluctantly, Trippers attack on Winter (the company car) mean’t Marcone was responsible in the eyes of the supernatural world. By custom he was responsible, if he ignored it it would have entailed a severe loss of face and made things difficult for his vassals in their relations with the supernatural.

Custom plugs into the Accords, in parts no doubt codified. Same with the Code Duello, custom was eventually codified.

We see it in certain areas of modern law, for example “trade practices” is a term used in legislation, but the practices vary from trade to trade, due to custom and norms built up in those trades.

Ah, excellent point.  He could have asked for access to the accounts and she would have complied.  Since he was too stupid to ask for them, she wouldn't just volunteer.  Nothing is given in Winter (excepting Christmas).

Well, first of all I wouldn't call Harry stupid in this case.  Lets not forget the circumstances under which he became Winter Knight.  He was paralyzed and his daughter was about to be sacrificed and he and his family about to die with her.  It was the best bad choice in a whole list of bad choices. He really didn't have time to consider the fine print at that point.
