Work closely with S.I. (Maybe all of Chicago P.D. and other mortal authorities now).
Broad based supernatural P.I. services.
Recruit and train practitioners. Low level and Council level because Harry's now in competition with the White Council. Might as well steal/indoctrinate their recruits before they get the chance. If a Council level talent learned the various areas of the art from subject matter experts, they might end up way better trained than the traditionally trained Council members.

Rehabilitate warlocks.

Can you imagine how the Council would react if Harry worked openly with the authorities and the press, recruited wizard level talents, sheltered warlocks, and had two bases of operation that were at least as hard to breach as Edinburgh?

  The warlock bit is tricky though, fine line between a kid simply making a mistake out of ignorance, with a new born talent and one who has made a habit of it.  The former can be redeemed the later cannot and the Merlin was right about them. 

Bad Alias:
Sure. You'd have to be careful. But I think Harry has a tool that the Council never used. Imprison every warlock you intend to rehabilitate in Demonreach so they know the suffering they have caused. Teaching Molly that what she did was wrong was one of the hardest things for Harry to get across to her because she was "helping." Once a warlock's been imprisoned in Demonreach, they're probably much more likely to live a virtuous life.

I'm updating slowly but surely. I'm not sure about Genosa, Valmont, or others not in town.  Elaine was included because she's been to town and worked with some of them before and is likely to contribute.

The Twyg, I'm not sure they'd enter a formal alliance with an informal faction in Marcone's official territory.
