Is this too powerful? To weak? It seems reasonable to me, but:

Distracted by Fear

If you use Intimidate to create an aspect on an opponent, (such as 'that guy is scary') you may tag the aspect to dodge that opponent's physical attacks with the Intimidate skill while the aspect exists.

Seems reasonable because it only works on targets with an aspect (and that aspect can be removed)
You have to spend an action to do a maneuver
It follows the rules of moving trappings.

I'm not sure it has to be a stunt -- depending on the GM, I think it would be reasonable to let you tag an aspect like that for effect to dodge with something else, if it makes sense.

With this stunt, can you only tag it once? Or can you tag it for every attack while the aspect remains? If the latter, I'd change the wording to just be "you may use Intimidate to defend against that opponent's physical attacks."

Alternately, you could work it as a buff -- a +1 (or 2? I'm iffy) to defense rolls against an opponent that's afraid of you.

Not sure I'm reading this right.

Is it, "while the aspect exists, you may tag the aspect to dodge with Intimidate" or "once you've used the tag, you may dodge with Intimidate until the Aspect is removed"?

If the former, it's way too weak. If the latter, it's not terrible. But to be honest, I think I'd allow it without the use of the tag. "You may use Intimidation to dodge attacks made by characters who have Aspects reflecting their fear of you" doesn't seem broken.

It's the latter.  Once you place the aspect, you may dodge that person.  It seems slightly weaker than many stunts that let you dodge All attacks from all enemies using another skill. (endurance, for example).  But it seems the caveat to create an aspect makes sense since it's a mental skill in a physical combat.
