Pennywise the phobophage

Just finished watching IT, and realized that the main baddie in the movie is a being that returns to this plane every 27 years to steal children and feed off their fear. Hadn’t ever read the book or seen the original, but was this part of Jim’s inspiration for the phobophages in proven guilty? Has there been a WOJ where he was asked about it? I know he pulls the backing mythology from a lot of places, but it seems like the type of mainstream pop culture reference he would use.

Also wrapped up in Freddie's mythology too. The outsider getting inside based upon fears is a thing... I mean, fearbringer come on...
