that question and response quoted seems to be talking about only the grey council members who showed up, not necessarily the entire group.
remember a large percentage of wizards just arnt suited to combat and you'd be a horrible general to throw away those members on a Chechen itza type battle.
Except that when counting it off, Harry says the whole council showed up.

But how would he know?  I don't think Eb has said on-screen just how many there are.  I think Harry's extrapolating from Eb's comment that the Grey Council, presumably all of it, was planning an attack.  And then they showed up at CI.

It's a safe bet that that's all of them, but there could be more members that were sick (L2W) or working (Steed) or pyramid sitting or just weren't ideal for an attack squad.  It could be that Eb chose 11 to go with him, knowing he and Harry would make 13, the upper limit of wizards working together should the situation call for it.

I can see Archive in it. she can rationalize fighting against the Outsiders since they mean death to everything. basically even herself and the Archive entity. Lea and Gruff imho are good candidates also tbh. I mean unless ordered directly to not interfere by the Queens, they are free to act. I mean they could even form a contract to make sure they could get involved.

I could see that, but I could also see the argument that joining the GC would be no different (from a Archive Construct preservation sense) than her joining the Accords and being willing to act as one of it's Arbiters.

Either Lady, no, too busy and too obligated.

No Denarian, cannot be trusted.

Ivy needs to stay apart, might help, but won't join.

No to Kinkaid, Eb would not tolerate it.  Same thing for any vampires.

Hades likely doesn't care who wins, he likes to watch.

Uriel is too far above, not allowed to get directly involved.

Bigfoot is too isolationist.

Gard works for Vadderung who is already a member.

I doubt Grey cares.

Billy is nowhere near powerful enough.
