Oh, the Immortal template would get Supernatural Recovery as a separate "Must" power, not as part of the Immortal power.  While it makes a degree of sense for them to have a slightly different version of the power (AFAIK, Immortals need sleep just as much as Mortals do), it isn't worth it when the existing version is more than serviceable for the Highlander concept. 

The Quickening element is another power entirely, though I'm thinking that much of its effect (if not all of it) should be simply incorporated into the Immortal's high concept, allowing the player to invoke (or the GM to compel) it in just about any situation.

Here's a new Power for a proposed "Immortal" template, borrowing from both Marked by Power and Wizard's Constitution.

Immortal [-0]
Description: You are an Immortal, ageless from the time of your first death, and you are not alone... yet.  There can be only one.
Note: In terms of game effects, the uses of this ability are so minor and inherently balanced that they’re really almost cosmetic; hence the zero cost.
Skills Affected: Endurance, Lore
Effects:
Ageless.  As a side-effect of your supernatural ability to recover from any injury (save decapitation), your lifespan is extended indefinitely.  In game terms this will rarely have relevance.

Awareness. You can automatically sense the presence of another Immortal that comes within 2 zones of you, as if you had succeeded on a Lore: Mystic Perception roll.  However, the other Immortal becomes aware of you even as you become aware of them, so no advantage is ever gained by either one.  Other creatures may perceive this aspect of you through a Lore check, though success is not guaranteed.

Holy Ground. No Immortal knows for certain what would happen if they killed another on holy ground, they only know that they absolutely mustn't.  As such, GMs are free to set their own penalties for violating this rule.  Suggestions include negating this power entirely, at which point Father Time returns to collect his due, or inflicting an extreme consequence as if the Immortal had broken a magically binding oath (YS 274).

seems to me that Seeing Shagnasty inflicted the Severe mental consequence "Vision of Horrifying Clarity" or similar, then his player Jim opted to be taken out and ran to the Bordens' place to begin recovering from it.

Actually you are partly wrong here. An accidental Hex is technically a Compel of the Wizards High Concept (YW 209).

If you like it better you can handle it your way though. Anyways ... if the mortal and the Wizard are friends he really should know better then trying to use his or her cell. I personally wouldn't award a point for the mortal here unless he has an aspect like "MY FRIEND THE WIZARD", and frequently ends up buying new toys after hanging out with his pal... that would be kind of a neat running gag =D

 I'm with Valarian on this one, especially now that I've read the rules some more.  Technology can and should be a viable resource for any Pure Mortal character, especially if they intend to make an active contribution; being denied access to that otherwise-available-resource complicates the mortal's life... and complications are the meat of strong compels.  

From a technical standpoint, having a wizard nearby could be considered a "scene aspect" (YS107) and could therefore be a temporary aspect on the sheet of everyone close enough to him/her.  Instead of compelling the wizard's high concept, the GM is compelling the "My Friend the Wizard" scene aspect.

All that aside, getting a fate point for making someone else's life more complicated is rather cheesy, IMO.

Question: if a Wizard and a Pure Mortal are on the same team and the GM compels the wizard's high concept to accidentally hex the mortal's cell phone, does the wizard get the fate point or does the mortal?  While it is the wizard's concept that got compelled, it was the mortal who got the complication.

Forgive me if this question has been asked before.

I'm planning on running a couple of games of the new Dresden Files RPG and I may be on a game design panel and it could be discussed.  I'm a playtester only but I don' think any Evil Hat guys will be getting there.  If your going to be there and you have an interest in any of this let me know.

 Two of my friends will also be running Dresden Files games at DragonCon this year, so it looks like there will be plenty of opportunities to play the game.  If Jim himself could play in any one of them, it would be more WIN than a magical pony made of cupcakes covered in awesome, but four hours is a lot of time for a busy guy like him to spend on play.  OTOH, one can always hope. :)
