I would do the tattoos as a stunt giving something like +3-4 to discipline to defend against possession. This method allows pure mortals to get them and doesn't require much attention in play. It could also be done with Immunity with a high rebate.
What would be the refresh cost for that 2 or 3?

I enjoy a lot of the "magic" of Supernatural. Some of my favorites is the Devil Trap and the Anti Possesion Tattoos. So what would be the best way to convert them to the Dresden Files?

White court might not be the best example, the are human enough to serve as food for other white court vampires and black court can feed of them as well. Mavra's flunkie seemed quite sure he could turn Lara as well.
First, when did Mavra's Flunkie do or say that? Second, So do you think it would meet the clause for becoming full Red Court?

Mechanically speaking what would happen if a Red Court Infected fed on a non human like a White Court Vampire? As a secondary what would to the thing fed upon?

Using the water present leaves yourself open for a lot more compels, as well as opens a lot more declarations, useable to influence the magic.
* "I bring forth a mist to hide my escape, lucky me that there's a Fountain full of Water just to the side!" [rolls alertness for the declaration to tag in spellcasting]
* "Boy would that mist you usually call forth have been really handy now, if it weren't for the two-week dry spell that's hit the place!" [slides player a fate point]

While I agree that conjured water could be a thing, I prefer the above method. First because I like physics magic over not really explained magic. Second because it makes at least ffrom my point of view a better story.

So this came up in a discussion with one of my players, who is a hydromancer. When one uses a water based evocation and the effect calls for water to be present like creating a mist. Is the water conjured by the spell or is it manipulating water that is present in the environment, such as in pipes, plants, in the air etc,?

While I agree with your points especially on the  pick a specialization and then flavor it with runes. He really likes the idea of thematic thaumaturgy like Biomancy or Ectomancy etc, and wants to make one based on "Runes". Which while a cool idea is troublsome.

A couple of friends and I are talking about putting together a game and one of them wants to have a thaumaturgy theme using runes, glyphs, calligraphy, etc. The problem I am running across as I am going to be the DM is how do I build this kind of theme that is both strongly expressed and and limited in scope. I know logically that  almost any thaumatugy type could fall into runes. So how do I give it some limitation? Any advice would be greatly appreciated.

My own rough ideas would be some form of mystic martial art skill, and an Item of Power based of the Monkey Kings staff, which is basically the Power Pole from Dragon Ball.

I know Goku has been done but how about something a little more in line with Journey to the West. Something like Disciple/Emissary of the Monkey King/Wukong.
