Hm.

The example they give in the rules is for an item that offers +1 offensive power and control to both fire and earth.  That would, in effect, be giving four +1 bonuses.

I haven't read Evil Acts, but based off of your description, the bracelet is only giving two +1 bonuses.

Now, I'm not sure if the focus item is strictly legal, but it seems to be balanced properly.

I've toyed around with the idea of a supernatural information broker, facilitator, and all-around middleman who has managed to get his premises declared neutral grounds.  The man in charge is absolutely strict in not taking sides or betraying the confidence of his employers, and has sought protection under the accords so that otherwise warring factions may be forced to peacefully wait their turn in the lobby, so to speak.  It's been lightly incorporated into on of the games I'm playing.

1 and 3 do seem like tweaked speed powers. 

For 2, I'd make a power letting the character use Lore (or another skill, depending on which is most appropriate for future-visions) to compliment physical defense.

I have no Idea why you would want to do 4, but mechanically, it seems like it would just be skipping every other turn.

Deceit already allows limited defense through the False Face Forward trapping (against Empathy and Intimidation actions, modified by your Rapport skill; could be interpreted to work against Rapport too.)  As such, I think that this stunt should be treated like footwork.  Granting it the abilities of a Rapport defense would be perfectly in line with regular guidelines.  Putting the "haven't gotten a read on you" requirement on it would make the stunt undercosted.

Based off of their official language, the White Court appear to have originated in the Tuscany region of Italy, and a number of houses likely have their fingers woven all throughout the peninsula.  I could certainly see some of them running/having connections with the mafia.  Also, the fey seem like they would do well in an organized crime environment, if that's what you're going for.

Alternatively, there's probably a bunch of old Roman stuff (and associated myths) lying around that could be used.

A little while ago, I though of a slight modification of the power that was used to represent a particularly potent hunger for White/Red Court vampires.  Instead of dealing mental stress, though, it would affect the hunger track. 

It would be brutal on WCV's using it with Incite Emotion, since they would probably have to defend against an ~8 point attack every time.

I don't think Modular abilities lets you take on Beast Change; it's generally limited to the speed/strength/toughness/creature feature powers, plus others if the GM allows them.  Allowing modular powers to emulate beast change would effectively give you True Shapeshifting at a 3 less refresh.

For the supernatural angle, I'd say that you might want to have contacts in one or both of the fey courts, someone moderately high-up in a smaller ghoul clan, a couple of Kincaid-style "specialists," maybe one of the shadier wizards on the Council, and possibly one or two people on the White Court who don't completely hate you. 

Also, if you get in a situation where you're dealing with a group you didn't put on your list, I've found it helps to ask the GM if you can make a Contacts declaration that you know someone there.
