In the books Charity gave up her ability with magic when she fell in love with Michael. In game terms that means she gave up her magic stunt and probably later on gained a religious one in its place.

Will the rpg have rules for managing something similar where characters can change out stunts over time. Or  do you think something like that would be best handled by having the GM and Player talk things over?

Another option is that in order for for your family line of shape shifters to change form they needed to consume a part of the animal that the family has the ability to transform into. So when the family became immigrants they couldn't pass the power on to later generations.hundreds of years later after a trip abroad that involved sampling local cuisine, your character now finds that they can change shape. But in the middle of this great revelation they run afoul of whatever forced their family out of the country in the first place.

I tend to regard Marcone as playing pretty close to that threshold.
I can't see Marcone as having a positive refresh. Especially with his soul gaze describing his personality as being like that of a tiger. That sounds like someone controlled by their own nature to me.

It can work, you just have to change the arcana a little. No more turning orange juice into gasoline or corn into flies for starting wizards. And things like the fate arcanum are probably going to have to go.

In my game most religions would know something is going on but each of them would put everything into there own frame of reference. So for example, if an Imam met a fairy he might mistake it for a djinn. Or if a priest met a outsider, he might mistake it form a demon from hell. So in a sense everyone would be partially right, they just wouldn't have the entire picture.

And of course each religion would have their own unique magical occurrences. Some Jews might be able to predict the future using numerology. While some people in Hinduism might be avatar's of various gods.* This would be in addition to "normal" faith magic.

Now as for task forces I haven't decided yet, but there would probably be at least a few heroes out there from every faith. Perhaps a lone Aztec priest carving out the hearts of monster in a vain attempt to hold back the end of the age, or a over worked Voodoo Priest who works with the Loa to hunt down those things that threaten his congregation.

As for other organizations I'm undecided right now.

The stated outsider is not meant to be a big threat you will only be able to beat in epic tier, it's meant to be a threat you cannot beat, ever. As a player, if the GM pulls that character out in the storyline I wil be scared because I know me and my group cannot beat it.
I think he's beatable. You just have to think non linearly to beat him.

 I can't believe no one has said this yet. Wouldn't it be awesome to set your game around the time that the White Council first appeared? You’d get to meet the original Merlin and see what kind of baddies wandered the earth at that time. The only problem is that we lack a lot of information about this time. But once we get some more I'll definitely set a game around this time.
