DFRPG / Tag for Effect and Initiative

Is there any limitation on when in an exchange I can tag or invoke for effect (compel)?

Suppose I do a maneuver that places the sticky aspect <knocked down> on my opponent.
A few exchanges pass while we talk (social combat) and I stand over him.
Then, on his initiative, he decides to sprint for safety (without trying to remove the aspect).
Can I use the tag right then to invoke / compel the <knocked down> aspect?
This saves me from having to keep spending points to keep invoking it even if the opponent is not trying to act in opposition to the aspect.

In general can anyone invoke any aspect for effect at any time (whether by tag or spending a FP) as long as it makes sense within the fiction?

Many folks on the forum have talked about putting aspects on a zone which they then free tag to invoke for effect (compel) everyone in the zone. This seems unbalancing in the case of an aspect like"disarmed". An alternative is to require a fate point for every person after the first (very expensive).

What do people think about the idea of spray attack maneuvers? Each successfully hit target would get the aspect and associated free tag / compel. Because it would be next to impossible to spray a large crowd, it keeps the level impact reasonable and proportionate.

So, is it possible / allowed?

I am thinking that an aspect like "the room is completely engulfed in flames" would typically get compelled by the GM without the player needing to sped points (at least if it is cool).

DFRPG / Evocation Grab

In my campaign last night I had a situation where one of the PCs wanted to snatch an item out of the hands of a ghoul. It was a sword and scabbard that the ghoul had just stolen from an NPC.

The PC has spirit channeling and was standing across the room (same zone). I treated this as the strength of the evocation in shifts vs. the ghoul's roll + might.

Thoughts on that mechanic or suggestions on other ways of modeling it?

In game the character easily succeeded on the attempt, spent a fate point to make a declaration that there was a garbage chute right nearby, and dumped the sword out of reach of the ghoul.

DFRPG / Social Weapons?

Reading the threads on social aspects of IoP has gotten me thinking. I have been mulling over a character concept for a pure human reporter. I am thinking about making someone who is a pure social combat specialist.

While picturing how I would use such a character, I kept picturing her using a camera in intimidating ways (i.e. "I have a picture of you drinking that person's blood just now").

What are your thoughts on treating the camera as a weapon +1 for social attacks where it makes sense?

Any other ideas for non-powered social weapons?
