I am running a game and i want my main villain to be a skin walker but i am having a hard time making it. Its needing to be around 18 refresh. I know modular abilities are going to be in there but I'm not sure what else should be. I would be super grateful if you could give me a hand.

Obviously, this would be my advice as well. If looking for the human (or otherwise less powerful) version,the minimums are probably something like this:
Evocation [-3]
Thaumaturgy [-3]
The Sight [-1]
Modular Abilities: 5 points worth [-7]
True Shapeshifting [-4]
With any Recovery bought via Modular Abilities, but the same Catch (Navajo holy stuff - +2).
