I think you just would just need high scholarship to be an accords lawyer. With that you should be able understand the accords and how they apply to you client. A high lore while useful wouldn't be strictly necessary. Even Hand spoiler:At lest that's the impression Marcone gave me in even hand. He knows the accords really well, but he doesn't strike as a master of occult lore.
Marcone makes a point of how much attention he pays and how well he speaks legalese.
I'd rate that as more scholarship than lore.
