Bob already got a power up. A major one. Butters gave him the internet, Knowledge is power. Bob should be a heavy hitter now.

 I will think more for other characters.
Also Sleeping Sun- Nightwish just speaks to me of Harry and Susans relationship. If i made a Dresden Movie i would play it during Fool Moon during the scene where she bathes him and they sleep together.

Carlos Rameriez Covers the west. Dresden Covers the heartland . I don't think it ever said who is in charge of the east and There is a Guy in dallas(I assume he does the southwest) whose name escapes me at the moment but Harry calls him in the first few chapters of Turn coat if you Care to look it up. Also each of the commanders usually have people under them Carlos has a few Wardens working with him, he mentioned that in  White Night.

Hey I got the books about a month back and am just having trouble understanding some stuff. Is there any videos or audio of the game in play ? I think an example would help a lot.
