I'm leaning toward this character's Trouble aspect being "The Buffy of YouTube - For Real", or some variant thereof. That is the most obviously interesting - and problematic - thing about her. "Blood on My Hands" probably belongs as one of her other aspects, rather than as her main Trouble, unless it actually ends up overshadowing the YouTube Buffiness of her. Then, see how much hay you and the other players can make out of that one Trouble aspect, story and back story, before dismissing her as boring. Other posters have brought up the issue of who might want her dead because of what millions can watch over the Internet. There is also the issue of what happens to those close to her, especially while the action is happening, starting with the cameraman.

For a more personal kind of interesting, think of why she keeps doing this, especially when it isn't necessarily safe for her or for her close confederates; come up with a motivation for her that grabs you. Does she like the fame, or the rush of excitement? Is she discovering a heroic streak within her? Don't bother to think her motivation through, because she probably hasn't. Just use ongoing play as a vehicle for saying, "How about now, when a wizard's blood is on your hands, and part of his soul is in you? How about now, when [insert dramatic escalation here]?" Then see what happens to her motivation. Is it affirmed, refined, rejected? Is it replaced by a more mature motive, maybe a more grim one? Play to see what happens, and have fun with it.

In the fifth season, Spike explains to Buffy how he was able to kill two slayers. It comes down to slayers having a latent death wish; this is explained in detail in the relevant episode. So, I would propose the catch being Slayer's Death Wish, met by maneuvering a psychological aspect "Seduced by the Death Wish" into place and then invoking it for effect to bypass a slayer's Toughness and Recovery. Its worth would be: +0 for Toughness powers being good against anything but that, +2 for anyone potentially being able to evoke it, and +0 for pretty much having to know a slayer personally to figure it out in the first place.

The stunt "Yeah, I'm Kickass" means that others will love, fear, hate or revere Kickass, each according to his predilections, that being how the Reputation trapping of Presence works. Since Kickass doesn't seem to be the kind of hero who can make a specific person revere or fear him at will, I wouldn't think that other stunts or boosts beyond "Yeah, I'm Kickass" would be necessary.

I recommend a stunt called, "Yeah, I'm Kickass." It would base the Reputation trapping of Presence off of Endurance, specifically for the Kickass identity. It wouldn't apply to Dave Lizewski's reputation at all; that would depend on the actual Presence rating, unless Dave = Kickass became public.

The text in YS190 about the Feeding Failure check could be written better, but is nonetheless not ambiguous. Taking stress from a feeding failure on the hunger track is one option; taking a mild (-2 stress), moderate (-4 stress), severe (-6 stress) or even extreme (-8 stress) consequence is another option; losing powers (-refresh cost in stress) is the third option. These options may be combined in any way desired; the last sentence in the second bullet point of that section is explicit about it. Losing powers is presented as the alternative to taking consequences; it is reading too much into the text to say that checking a box on the hunger track also means losing that much refresh of vampiric powers. Also, taking stress on a stress track and then having the same stress hurt in other ways is very much against the spirit of the game.

Too lenient? Feeding Dependency is only worth +1 refresh, at most canceling the cost of Blood Drinker or Emotional Vampire. It's not much of a rebate, and not worth losing powers just because you looked at them funny.
