Why would any character who's going into combat not take this power?

Because it's not especially good.

Look at the numbers; it's usually just a normal stunt.

Bear in mind, the main benefit of Toughness is the extra stress boxes. The armour is not as big a deal.

With Mythic Toughness and power 6+ armour enchanted items being as rare as they are, it should be fine for 1 Refresh. Tips the balance a bit in very-high-power games, but probably in a positive direction.

I do have a basic understanding of DFA. I read the book. But not carefully, and not recently. And I never played it or brewed for it. So I can't really provide mechanical analysis.

In the RPG casters actually get more dependent on items as they grow stronger, though.

Anyway, there have been some attempts at custom powers for this kind of thing. No promises WRT balance.

Interesting idea. I feel like the effects are overly minor, though.

If I have to see it every time I look at my character sheet, I'd like it to mean a little more than a very occasional small bonus.

I suspect you're overcosting it; the base power seems like a pretty bad buy even at Submerged. It comes into its own at really high Refresh, I guess, but how many games are played at that level? And buying the upgrade multiple times is never gonna be worth it.

Perhaps 1 Refresh to exclude yourself, 2 Refresh to exclude any character, and 3 Refresh to exclude any number of characters?

Here's the current list of outstanding requests:

-Bullseye from the Daredevil tv show
-Sanji
-Obi-Wan Kenobi
-Thumbelina
-Po

Anyway, I'm only minimally familiar with Po, Bullseye, and Thumbelina. And my knowledge of Obi-Wan is limited to watching the first six movies years ago. I'd want a rundown on each before writing them up.

I can do Sanji easily enough. Here's a Sanji who just joined the Straw Hats:

You could also try some kind of "critical hit" thing, like "any attack which hits by a margin of 4+, made by someone who knows about the weakness" or "any attack which rolls at least three +s on the attack roll".

That kind of thing doesn't play super nicely with the Catch cost formula, but that formula is an imperfect guideline anyway.

[-1] Hunter’s Mark: When you wound a target using the Goblin Crossbow, you can track it more effectively by instinct as the crossbow seeks to finish what it started. If you inflict a consequence using the crossbow, you gain +2 to Survival or Investigation to track the target until that consequence has healed.

This seems really narrow. +2 to track anyone you want to track would be a perfectly fair stunt; tracking's not really that common.
