Seems likely.  Maggie LeFay clearly saw -- as we all do -- that many of the Laws of Magic are utter BS.  She may well have attempted and failed at what Harry will succeed.  Creating a rival/better council. 

We've seen practically every nation and being consider the White Council to be arrogant and essentially delusional.  Part of that arrogance and delusion is their ignoring of minor talents, instead of putting them to good use. 

Harry is going to focus on the "have nots" of the magical world, with a few other more powerful people, in the same way that he took Toot and his friends and made them into a very useful force.

I always kind of tied the WCV to the Outsiders and the Swords

Three major houses -- one countered by each sword.

Wraith -- Lust/Love
Malvora -- Fear/Hope
Skavis -- Despair/Faith

Didn't we learn in an earlier book that a single "normal" feeding from a WCV is not particularly harmful and it's akin to the victim getting some very strenuous exercise?  The problem occurs because of repeated feedings, the addiction and the accumulated damage. 

It seems as if Dresden repeatedly describes his routine for keeping the Winter Knight's mantle in check as incredibly strenuous exercise -- running miles on the beach weighted down, etc.  So, it would seem that Harry probably has the fatal aspects of being married to Lara covered.

I suppose that if Mab instructed Lara not to attempt to use the WCV "whammy" on Harry, that it would cover the other bad effects.

We learned from Proven Guilty that the Senior Council voting system gives the Merlin a proxy for any Senior Council member not present for the vote.

Listens to Wind and McCoy would never vote against Harry.  LtW just cut a deal with Harry to give him some answers (in a year); McCoy ... the last thing he wants is for Harry to be isolated from the Council. 

So, Merlin acts when LtW and McCoy are out.  Doubtlessly Rashid is also away -- there was a massive attack at the Gates and time between the Gates run differently. 

What this means, I suppose, is that Martha Liberty turned against Dresden as well.  She was the most on the fence about Dresden of his "supporters." 

Merlin probably knows the deal between Harry and McCoy (or strongly suspects).  Doubtlessly, he sees this as a two-fer.  He can control Dresden and McCoy with the suspended sentence.
