Not to steal from D&D, but Barkskin. Alternately, quick growing vines that form a hedge or wall to absorb damage.

I never thought of social attacks before or alternate Paradigms. What about Metal social attack.

Are you looking for him to be a stand alone Big Bad Wolf or the alpha of a pack? That would play pretty big into how you're wanting to build him.

If standalone, I'd upgrade some of his physical powers to represent greater control. Like solbergb suggests, I would give him some of those in Human form to represent a much greater level of control.

If with a pack, I'd still upgrade some of his powers but also give him stunts to represent the extra teamwork benefits he gets from working with his pack.

If it isn't the Blackstaff doing it, I imagine the wardens would be along to take the head of whomever did it.  The only way they would not is if it wasn't clear the cause of death was related to magic being used (it might be, it might not be, and maybe a soulgaze doesn't show signs of taint so they give the rare benefit of the doubt..)

I thought it was mentioned in Proven Guilty that someone from the Council will Soulgaze a potential warlock to see if the taint is there. I'll have to dig back through the book for a specific page number, but it was towards the beginning when Morgan did the old snickersnack. Heck, I even think it was the Merlin who did the soulgaze.

I believe they are, in the same vein that Trolls are allowed to abduct naughty children on bridges. I don't think the Vampire nations would sign onto the Accords if they weren't given the right to exist and I doubt Mab would force them to, considering how Faeries interact with mortals. I'm sure any supernatural creature that feeds on mortals can go through and take whatever they want from mortals as long as it doesn't draw undo attention (because then they could be hunted down) or they aren't in the territory of another Accords member.

The foul up is PCs and wizards who stake out (pun intended) their own territory coming into conflict with Vampires.

Wizards can be powerful... but they can only be powerful for so long. Every time they cast they take mental stress and from the looks of it, your wizard was throwing out some serious power which should account for a consequence or two (or at least some serious stress). The other players wouldn't necessarily have to do this if they aren't casters themselves, meaning they can in theory go all day long. Not only that, but casters have the Laws of Magic to worry about and any Wizard will also have to potentially worry about the Unseelie Accords. You want to see your Wizard hampered? Throw in some mortals. Throw in a signatory of the Accords who is doing something nasty but is legally acting under the rules.

Not only that, but his Specializations seem off for the amount of Refresh spent. I think he should only have +1/+1 at this point, not +1/+1/+2

What's the power level of the campaign? Your Emissary seems to have two +5s but they are only using a minor amount of refresh.

An interesting thought: because of how Harry learned to cast spells (apprenticed to Justin DuMorne as a warlock enforcer), it's possible that DuMorne encouraged pseudo-latin or latin in his spells. It didn't appear Harry or Elaine were ever intended to meet the White Council, who hold their official meetings in Latin. Harry showing up there and forced to speak latin might actually cause him to cast a spell instead.

I value Control over Power as well. A weapon:12 nuke isn't going to help you if your 4 shift attack roll misses.

Nukes do a lot of collateral damage. FALL OUT BABY!

Normally I'd agree with you, but actually in the Dresdenverse it makes a kind of perverse sense.  There's a reason this game has a social and hunger track, where most Fate games just have physical and mental.

I think of it as lack of resilience.  If I'm all stressed out because everybody is laughing at me because they think my wife is having an affair, a broken arm is more likely to "take me out" instead of me just gritting my teeth and using my happy marriage to bolster my resolve while fighting onward.

This is especially true for practitioners, whose magic is based on their overall state of mind, but given that the main fuel for pure mortals is fate points, (or to use the in-universe metaphor "free will") consequences limit their choices and thus reduce their power to affect the universe.    For a creature like a Fay, consequences of any kind make them less like themselves, weakening their power.

This is probably the best description of Consequences I've read.
