I think Harry not being found was a combination of Justin and Lea hiding him but not necessarily working together to do so.

Justin took Harry from the orphanage and hid the legal traces and some of the magical ones. He may have been good enough all on his own, but Lea may have helped here by obscuring the trail long enough for it to grow too cold for Eb's and Morgan's searches to find him.

Why would she do that? She has a deal with Maggie Sr. to protect Harry but she's not operating from a humancentric moral stance. Justin was keeping Harry (and Elayne) safe and training them in magic. She might have thought he would be safer there than in the households that Eb/Morgan would make for them. Plus, she never lost track of Harry. She's watched from the NeverNever to fulfil her obligation towards Harry until Ghost Story. She even kept Harry's homes linked to her realms in the NeverNever so she could see when he was in trouble. When Justin turned on Harry, she came running, saw that Harry had beaten HWWB and gave him the confidence he needed to face Justin, who Harry perceived as a bigger threat. Since Harry won, she didn't need to step in.

Risky? Yes. Tough Love? She's Winter Fae, I think that's all they understand.

The answer is, we don't know. As long as the skull is in the castle, he should only be unattached from the castle for a few seconds before and after dawn at most.

He still has the skull, but having Bob run the castle saves Harry lots of time. Bob can figure out how the house works and let Harry know of things that need his attention. This is especially important because Harry is deep in his post Battle Ground funk.

No, Mab doesn't start the boost until after they return from the island and go to Mac's. Before that, the only thing Murphy does is get the drop on Freydis at Chateau Wraith. That was a nice move, but it was mostly skill and underestimation that allowed her to pull it off. Karrin starts getting the boost when they leave Mac's and even then, she mostly rides her bike. No running, no fighting hand to hand, just some pain tolerance and the drive to fight.

Well, in Battle Ground, Murphy is able to do the things she does because of the magical boost she's getting from Mab. Bob explains it to Harry and even holds up Murphy as an example of how it's working. If Murphy had survived Rudolph, I suspect she would have been left in charge to hold the impromptu fortress while Sanya, Butters and Harry went to ambush the Formor.

Well, since people want to pile on the Nemfected Elaine bandwagon elsewhere, how about this.

Elaine sent HWWB after Harry. Nemesis was done with getting them trained by Justin and was going to clean house. Harry was too strong willed and Justin was Mab's caretaker so they both had to go. Let the Walker kill Harry and then they both take out Justin while making it seem that they killed each other. then take off with Bob/Evil Bob and have Elaine do a Darkhallow or take over Demonreach or both and end it all.

Perhaps he got wind of the Leansidhe coming to check up on Harry or even take him away? Justin was a Warden, but I doubt he could have stopped her if she were determined or bound by her deal with Maggie Sr.

I just did a reread of Ghost Story. Corpsetaker wanted to possess either Mortimer whose skills were already undead leaning or Molly whose White Council quality. Also in Luccio's short story Kemmler was weak enough to be held by a Venatore circle jail. I think that suggests he was between bodies of enough talent at the time.

NecroBob was also one of Kemmler's creatures.

Even at his height Kemmler seemed to like able minions not dissimilar to Drakul.

Besides Harry and Elaine are Starborn. Which I think is what Justin/Kemmler wanted them for. He himself isn't one even if he were to inhabite one of them. He needed loyal Starborn servants. Something he couldn't do or be himself.

So, he body switches Harry and has Elaine as his Starborn.

Dunno... maybe he just really, really hated the "Doogie Howser effect" and was waiting for Harry's body to at least hit his legal majority... Maybe even an extra decade or two to get past the hardcore hormones (Luccio remarked on finding that difficult to manage).

But then he could have just not trained Harry and Elaine beyond the basics. No need to make Harry an enforcer if he's going to body switch him. Actually, just be a semi-decent parent to them so the heel turn is more effective later.

Maybe the Justin-Body had some magical deficiency, and he couldn't be sure of defeating ALL his apprentices at once, since they all had an extra half-century of plotting & maneuvering for more power (while he was stuck Justin'ing his Starborn pets).

Personally, I'm still very fond of (though not at all convinced by) the WAG that Cowl = Future!Harry.   8)
 

If Justin was Kemmler and was worried about having a body with enough talent, why didn't he just take Harry's?

If that was a problem, he shouldn't have trained Harry at all beyond his first use of magic. A completely untrained Harry wouldn't have been able to fight him off and once he had Harry's body, he could have kept Elaine in thrall and trained her with Bob as his backup.

The only thing I could see stopping this would be a direct intervention from the Leandsidhe and several wardens before he takes Harry over.

Spending $5 on a single short already looks like an expensive way to get our Dresden fix... further reducing the value by making it an audio-only format is ... well... it's insult to injury, honestly.

My copy is not audio-only. I don't do audio books.

What is confusing is Mab was twisting the rules when she said that Harry was hers to control. Uriel called her on it.  Even more confusing, what he said she said was, "Lies." I think the better argument would be is, why?  To make Harry feel better? Okay, so archangels can lie, because Uriel was lying when he in effect said that Mab was lying...
I think a mask is different from taking an alias, Odin for example is Kringle when he is wearing that mask, so it is a valid alias and not a lie.  If Odin claimed to be the Easter Bunny for example it would be different.  Or she is trying to do what Eb warned Harry about in Changes.. "Try to lie.."  Trying to lie isn't the same as actually lying is it?  Mab the scammer was able to convince Harry that she could control him and change who he is.. Remember one can deceive without lying. Yes, the smartest people get things wrong, but in this case I doubt that Mab was merely mistaken... Uriel didn't say mistaken, he said, "lies."

I also think that Mab is a very good lawyer, in other words she is very good at finding loopholes..

Yes Mab is trying to be deceptive. She wants a compliant Knight and that was just the start of a campaign to train Harry. He's extremely valuable to her. Mab spent months in that cave on Demonreach to save Harry. She's not going to let that kind of investment run loose.

But Uriel was not speaking to counter Mab. He's not allowed to! His seven words are a direct counter to Lasciel's lie that made Harry lose hope and commit suicide. If Lasciel hadn't spoken to Harry in Changes, and he still came up with the Kincaid plan, Uriel wouldn't have been allowed to speak his seven words. Because he's Uriel, the words he chose also had the best possible effect toward bolstering Harry's resolve against Mab's control. And the Harry they get from it is better for both Mab's and Uriel's purposes.
