Maybe not in the next chapter, but I think I know exactly what the "inciting incident" is. Jim recently did an interview and he said (Going to put in spoilers because it's pretty clear as far as "inciting incidents" go. So yeah, fair warning.
Jim was talking about Harry doing security for this event, and then says "Unfortunately for him (Harry), it looks like his brother has tried to assassinate a friendly Head of State. He doesn't know why. And so he's gotta find some way to help his brother, because the laws are HARSH, and if he doesn't then his brother is a dead man."
