The way I've always seen concessions run the concession has to be agreed upon unanimusly. If even one character wants to keep going round by round then you keep going round by round or figure out a concession that fits everyone.

Forget the Tome. Enchant the glasses to store the information, perhaps by binding a spirit like Bob to them. The effect would be similar to that of a fighter pilot's heads-up display. http://en.wikipedia.org/wiki/Head-up_display
This would also provide a realistic method of retreiving the information without having to go back to your library. This way the GM could also have the spirit suggest things if he feels your party isn't asking the right questions to solve a tricky problem.

DFRPG is a exercise in creative justification. I'd see no problem with you having high end weaponry but I'd say you'd need to have a contacts rating that reflects the difficulty in obtaining a masterpiece sword/gun/armor/whatever.

With enough skill you could also layer metals into the blade to include silver, cold iron and any other materials that might be needed to cut through typical immunities.

The wonderful thing about magic in the Dresdenverse is that you are only limited by what you believe you can do. Traditionally magic 'circles' are envisioned as spheres. If your mage views the containment field of a magic circle as a cylinder then you're good. If not, Dresden has been known to shape his shield magic effects to improve their effect, a similar effect could encompass a person.

Movement is a much trickier thing to deal with. I'd say if the magic circle was powered by kinetic energy like Harry's rings then the circle could be empowered with every movement to provide a relatively constant effect.

If that doesn't work the players could resort to the same sort of tactics that Doctor Who used to fight The Silence in the season opener last week. For those of you not familiar with the show on BBC America www.doctorwho.bbcamerica.com

If I were you I'd just move forward with the plot. If they want to pussyfoot around until one of the characters gets put in jail for sex crimes, let them. Knowing OOC that inaction has consequences will help keep this from happening in the future. AND it gives you more story to follow up on. Does the PC escape and take the party on the lam? Does the party have to get the governor to parden their friend somehow? I believe in setting timelines behind the scenes, so if nothing happens to delay effect X then effect X will happen in 5 days, etc.

I actually just started using the mechanics of The Dresden Files to power my game of Victoriana. Victoriana is a game now owned by Cubicle 7 Studios and is powered by the Heresy Gaming Engine. It is set in an alternate version of London in 1867. It carries some of the popular aspects of steampunk (airships, clockwork limbs, etc) with a heavy dose of fantasy (magic, fantasy races, etc). The core mechanics seemed clunky, and became rather bothersome, clunky and limiting for my players and I, especially when it came to the magical side of things.

That's awesome. I'm currently trying to meld Deadlands into the Dresdenverse. I'm hoping it will streamline things. Could you please provide a little more detail on some of the characters and locations you're using? I'd really love to adapt them to my setting if possible.

If I were the GM I would require you to tag an aspect of the location to accomplish the leap into the never never. This accomplishes 2 things. First you've justified jumping across barriers higher than 7. Second, and more importantly, you're helping to define where you end up on the other side. For instance, Tagging the aspect of flowery path would take you to a flowery path. However, as Harry found out when he crossed over from his home, not all flowery paths are nice. Ideally this will at least put you someplace safe enough to catch your breath before the GM figures out how to twist it into a dangerous situation.

Hello! Thank you for taking the time to read this.

First, I am putting together a Dresdenverse game in Phoenix, AZ. If anyone is local please send me an email to discuss availability.

Second, this game is going to lean toward the Steampunk Aesthetic. I am going to incorporate many of the character concepts from one of my other favorite games, Deadlands. So there will be mad scientists and undead populating the game which will be set in Kansas City, MO circa 1877.

My initial hook is going to be the movie studio of a mad scientist that has discovered the ability to make movies a little ahead of his time. The PCs will have jobs on the lot or be going to a casting call etc. Basically a golden age of Hollywood scenario.

Most of the players I have interested in the game have not played the RPG before and are not familiar with the city building process. I'd like to have as much of the city built as I can before they get involved so they have something to build from. To that end, I would like help building some Locations and Faces. If you have any from your existing chronicles that would fit (possibly with some minor tweaks) I would most sincerely appreciate your help.
