Cool idea.Yes, Marked By Power would definitely fit for a Prince who had managed to grow his principality large enough, or whose wyldfae subjects are particularly potent. It would basically denote not that the Prince has a powerful entity behind him so much as that he represents the power of a potent "nation" of fae.
I think that Marked By Power would be appropriate for some especially successful Princes.

Just a thought.I thought of possibly making at least one skill at Superb or one skill plus stunt combo that together effectively was Superb as a Must, but then I realized it would rule out the possibility of an In-Over-His-Head Prince, who managed to stumble into Princedom by just being lucky (or having the right aspects to invoke) at the right times and places enough.

About the options:Yes and No. The powers come from position of Princedom, and are facilitated through the Crown, the material symbol of his or her authority. Not anyone who possesses a Crown can access the power. One has to be the rightful Prince, formally crowned in a coronation ceremony in which his subjects proclaim their alliegance, in order to weild the power. The power ultimately stems from the collective power of the faerie subjects, channeled through the Crown, the symbol of their fealty and the Prince's authority, into the Prince. For the purposes of someone else using the power of a Crown, a Prince could designate someone to be Regent to do so, but just managing to steal or find a Crown won't let one use its powers.
