Wasn't there a WoJ about the Librarians thinking all magic is evil with a capital 'E' and as a result, they were partially behind Murph's career crashing and burning because of her friendship with Dresden? As of August 2017: Jim is back to writing Peace Talks, now that Brief Cases is out the door! We’re still quite a ways from having a release date, but we’ll announce any updates in the news blog.
Separately, there's been speculation in the past about the long-term future of the existing swords. Per WOJ they can theoretically be given to knew users, so long as that new person is close enough in personality to the original for it to resonate properly (paraphrasing). So if someday another jerk-nozzle like Morgan comes along with the right Fanatic'O flavor he might be able to use Morgan's old sword. But I'd been imagining that happening generations down the line, with a store room of magic swords that occasionally get passed on to the rising stars of hte Wardens that are Lucky (or Fated) to fit them. But you bring up a good point, they might all have wound down and stopped functioning by then.

The swords are enchanted items, which means they need maintenance. That's probably on the user, after Luccio initially made them - perhaps like some of the foci Harry has given up on, Eb simply used his time on other pursuits since leaving the Wardens.
I have to wonder if there is a sword hidden away for the warden of the well. The position might predate the swords, but it would be a powerful artifact to supplement him.
Just like how Harry can use McCoy staff, a warden could use warden tools. Also, he could borrow Mccoys warden sword, it is sure to be better than those off the shelf sword most warden have.

Evidence: In Grave Peril, the Nightmare eats a part of Harry's spirit. After that, the Nightmare is able to take corporeal form and cast spells -- and Harry's own magic is noticeably weaker.
Permanently? Less clear. But Harry was worried that he might never regain his power if he didn't take it back from Kravos by force, which he does. However, what we learn later about the way a person's soul regenerates over time and with certain life-affirming experiences... it probably wouldn't have been a permanent loss.
Would the White Council do this?
No. Not a chance. It feels like dark magic. It probably corrupts the one who steals the power -- especially if they're taking the power from someone corrupted or dark. Anyone who is dangerous enough that they'd consider this technique... should just be beheaded.

They also both have an eye missing, have a replacement eye that gives them knowledge, both are taller than Harry (which is really rare) and both deal with time manipulation.

Okay maybe not, but there's definitely a connection there.
I like to think that Mother Winter is just so badass/powerful that despite being just as vulnerable to Iron as any other Faerie, she keeps some in her mouth as a statement. "I use my own personal Kryptonite as Dentures, you want some of this?"
I dunno. On the one hand we've been told that theoretically circles are unnecessary because anyone sufficiently Powerful can Imagine one strong enough to all but Will it into existence.Can you imagine the being that would take a 4 mile circle of containment?
On the other hand, there are hard&fast rules to how Power is quantified (barring trans-dimensional exceptions like DR), such as the fact that the material impacts the function of the Circle (Iron affects Fae, Blood can carry the most energy, etc. Also the perfection of the geometry affects efficiency.
So I have to think that a 4 mile Perfect circle drawn in Pure Energy moving at nearly the Speed of Light would still prove Useful even to the upper-tiers of the NN beings. I cant say for certain that it would allow them to do things they could not do otherwise, but Im confident anything that might call for it would be easier with Fermilab than without
