@Arcteryx: Look, it being easy to deal with doesn't mean it's not a problem. And if it's equally unfair for everyone, it's still a problem.

Problem: flying thing. Here's my boom-stick. See? No longer a problem. Totally not unfair at all.

I did chest deep. Going OK. But I'd cap skills off at Great, which isn't so much to do with munchkins but it kind of forces the skill spread to flow into some of the conflict skills that players new to DFRPG don't think about, i.e. social & mental conflict. More so social than mental.

@Arcteryx: In most cases, I woul agree with you. However, as in most cases even the possesion of weapons in Germany is illegal, this can bring up many problems. And for some of these problems a simple refuse of a compel doesn't work IMO.
But I think if one of the characters has a license because of his background, most other stuff is up to roleplaying and smart using of  the weapons...

I totally get that. And if that's an entertaining state to impose on the game and the players, cool. But I'm betting any action movie with awesomesaucetm that takes place in Germany - and was made there - probably conveniently misplaced this section of the criminal code.

Hey, I'm not saying gratituous violence and a high body count is the only way to inject some fun & games into a game, but sometimes when you have to send in the ninjas (see reference in Spirit Of The Century), their ninja-foo might come off a bit weak without some arguments of the sharp-pointy-and-leadcoated persuasion.

If a player has wings, it is a love note to his GM - it says give me skies to fly in, enemies to strafe on the ground, and aerial opposition that I can fight. Why not? Give it to him. Lots of it. If a power is too cheap or undercosted for the player... well, it is for the NPC as well.

I'd just do whatever provides the most entertainment, to be honest. If all movies & action novels out there had heroes or villians who followed their country's laws to the letter, there'd be a lot of boring movies out there.

Guns are pretty easy to come by, especially for villainous minions.  Put the sword down and use an assault rifle.

Don't need a gun when you've got Ye Old Lightning Bolttm :) If you don't have the Speed powers, keeping up the flying would be a supp. action with a -1 penalty too. But tactically... yeah, someone made the point, flying folks make tempting targets. Keep it up often enough and your opposition will either start bringing in their own aerial support, or have a solution to help mitigate it.

I don't really see a need to bump up the cost any... just reasonably address it within the game's story.

I'm always hunting around for maps and I came across this site while looking for resources on an opera house that I was going to set an encounter in; I link to that specific page because it is an example of the kind of floorplans that are available, plus photos from all vantage points & views. Hope it's not out of place to put a link here, but wanted to share with the rest of you who may be looking for a similar resource. There're tons of modern buildings & hard to find plans for things like museums, exhibition halls, that sort of thing.

As for the OP, I figure it's pretty well wrapped up, but I'd throw my word in there too (since I'm already posting). It's totally RAW for the aforementioned reasons.

Yup, I'm all good - and appreciate all the discussion & points of view. Always a good reminder that different experiences and views can lead to different - and legitimate - interpretations of the rules.

I do like this aspect (no pun intended) of the game; that a lot of the "mechanical" balance actually lies in the narrative of the game.

Ah, good point on the counter-balancing Aspect playing that side of things. That turns MbP into a cheap (i.e. no FP being blown, and +1) pseudo-invoke in social sits.

Because as I see it, the power is as equally rife with liability as it is with benefit - if played right. Hoping to hear arguments against it as I'm set to mark it down to 0 in my game.
