Cinder Spires Books / piker gun tech makes no sense

so spoilers for 2 nd book but the fact the pikers have old style cannons and flintlocks makes no sense to me.  sorry the tech should have advanced to at least cartridge ammo.  i can see other societies not having higher gun tech but for a society that is dependent on gunpowder weapons it dosent make any sense to me

can thaumaturgy be used to give a weapon the ability to overcome a catch?  ie I imbue your sword with sunlight ect.   would this be a maneuver so a 3 ritual that they can tag once for free then pay a fate point thereafter or 6 and use 2x ect.

I could use some help.  I am looking for the conversion of focus item slots to enchanted slots to potion slots.   If someone could give me the page # I would be grateful.   I am not sure if I am missing it due to me reading it as a pdf instead of my paper copy.  I want to say it is 1/2/4 but cant find it in print to confirm.   Thanks
