As long as the players keep racking up Major Milestones, they can keep gaining Refresh.

Uh... Personally, I'd disagree that she's not doing anything worth attention.  She's a willing and open servant of a creature who, by its very nature, wants to tear down all of reality to make way for the proverbial interdimensional bypass.  There's a reason the Seventh Law has a Council member all its own to monitor and prohibits even *learning* about Beyond.

Possessing others is done via the Domination (-2) power, with the Possession (-3) increase.  It's also pretty darn evil, infringing on the third and/or fourth Laws of Magic. 

If you wanted to stat out a different version you would probably have to specify the circumstances in which you can possess someone else, the methods (if any) for resistance, what aspects of that character to which you gain access during possession, and such.  The Ghost Speaker (-1) power might be appropriate, depending on how much of a rapport you want to have with other deceased. 

You could probably adapt the workings of the spell "Reading the Dead Eyes" (page 300) to his "temporarily reanimate the dead" power, although again you're smacking up against the Necromancy end of the Laws.

Why not just run it as a maneuver?  Evocation can perform maneuvers.

'course, all this is if the Genius Loci offers Intellectus (and transfers that Intellectus to the character). 

Without it, I'd say it just grants a power boost on magic that's suitable to the place's resonance, same as other Sponsored Magic.

For his Trouble aspect, I'd say less a consequence (outed as a fraud) and more the tension "I'm a fraud - but prove it!" or "I know you know I'm a fake." otherwise, I'd say it fits.
