Hmmm.  Making me think about it again.  Steampunk isn't really my thing.  If it had been written by another author, I never would have given it a thought in the first place.  And I'm not really in a good head space right now to start something new.  But I loved Codex Alera, so that's a little tip to the scales in favor.

Mac is able to call Harry for help, also (Heorot).  If Mac has been around for millenia, it seems he's likely to know who took Elizabeth (was that her name?), and how dangerous it would be for Harry to face the Grendelkin (although assuming he knew all that, it's likely he knew Sigrun would be involved so Harry wouldn't be going in alone).  Involving himself as he did there (by getting Harry involved) seems sort of non-neutral to me.

(Just tossing this out there - I don't have an opinion on Mac either way.)

I seem to recall having heard this before - but I don't remember whether it was someone stating - or speculating - that it was so, or inquiring if it was so.  (I'm not finding anything about how long Mac's has been open in any of the mentions of it in Side Jobs.  And Google isn't helping, either.)

If SHS says no food, I wouldn't send food anyway.
It's been too long since I knew someone who was in boot camp, but once they're in the field, as long as they share (and I sent plenty to be shared), those who receive treats are quite popular.  (But it's academic at this point since I don't have an address to send goodies to anyway.)

Who says you can't send food?  I recently had a friend and a family member in the sand box and I sent treats to both of them.  I don't know why the rules would be different during boot camp or school/training.  Hmmmm.  Gonna have to ask.
