Harry doesn't even need to be an accorded power to be a recognized power. The Knights of the Cross and the Knights of the Blackened Denarius are examples of powers that aren't accorded.

Are the Fomor members of the Accords? I don't think so, but I'm not sure if it is ever stated clearly one way or the other.

  There is a saying from "Song of the South,"  about being thrown into the brier patch.  Nobody wants to be thrown into a brier patch, right?  Unless it's your home and you are perfectly comfortable there.  That's what the White Council did, they threw Harry into his brier patch, Chicago.

Something Harry coulld do as a member of the Council, but not easily, but as Wizard of Chicago?  From one of strength.
