Simple question: can you drop an Average skill to Poor to pay for increasing another skill? Reading the rules on p88YS, can be read either way.

For a minor milestone, you can either swap 2 skills, or replace an Average (+1) with one that's not on your sheet.  Which is really the same as swapping 2 skills, since the ones that aren't on the sheet are really all at +0.
