What are all of Mother Winter's duties and other questions

If Mother Winter started out as a Winter Queen, then you would think she has chosen a Knight before.  Who knows? She may have picked the first one.

As far as her having a hand in Harry being a star born, we don't know enough yet to say.

1. That is by intent, I think.
Partly, Jim doesn't want to tip his hand.   Partly, Jim likely hasn't decided, and wants to keep his authorial options open.  And partly, our "unreliable narrator" Harry has no way to actually discover all the Mothers' secrets, powers, duties, etc... and it'd likely drive him gibbering back to the basement under the castle, if he ever did.

2. We don't know; as Mira points out that seems likely from her pre-Mother days (which I think she  did have a stint as Queen).

3. I think Harry was Mab's manipulation.  Maggie Sr. semi-befriending (and getting a Faerie-Godmothership from) Mab's Handmaiden seems far outside the realm of chance.

I think that'd imply that both the Queen & Lady were out of commission; or possibly so new that their judgement was unreliable
