Answer: he let Dresden loose on them. What the Merlin says and what he does are two different things. Harry doesn’t have a good grasp on what the Council actually does due to his biased POV. The Merlin is much more subtle than we’ve realized.

Which is another non-answer, answer.. Which is what you'd expect, the author has to give himself plenty of wiggle room.
Con:
I assume Harry as Star Born has the power to wield Outsiders including Nemesis in a way that could risk destroying the universe. Becoming a Destroyer. I think that's what Morgan was afraid of.

Or Morgan knows just enough about it to be ignorant. What gets me is Morgan never tried to even talk to Harry about it. Not that Harry would be much help since until recently he also had no clue and still doesn't as to what, why, and who he is.

My own fantheory is that "Destroyer" is simply any Starborn who uses their unique powers for entirely selfish reasons -- summoning/controlling Outsiders as weapons, as threats, etc. Then just sending them back, purpose accomplished.
