Why is only one/2 swords active

Its always bothered me 3 swords are enough for the whole planet. 30 denarii, countless gods and monsters. 3 swords will do thank you every much.
And then during most of  the series, there are only 2 active swords mostly one. Why? Thin eliminating the Red Court sent 3 swords. Enthinu (sp no time to check) sent 2. Here the thing it part of the plan.
Mr Sunshine is a master Chessplayer. He using batman gambits , Xanatos gambits and who knows what else. What if the presence of all three swords would have prevented the BC from being active. Nemesis would be more careful in its plans. Less reckless.
Think Nic’s plan in Skingame. He made sure the sword was far away. What if in order to get the villains to act prematurely. Dude removes the swords to get the villains to act before they are ready. Giving team Inside the chance to win

Conspiracy Theorist:
It’s Harry, he too is a champion of the White God, but on a different mission, one for which the swords are not always suited.

In Battle Ground the swords were in play not to defeat Ethnui but to prevent Harry from murdering Rudy, and removing Harry’s capacity as a champion for the White God. Harry was therefore able to beat Ethnui.

This leads to the question of who exactly was behind Rudy and whether it was infernal in nature, as Uriel can only act where there has been an infernal influence. Namshiel was in play the only one of the Fallen involved in Battle Ground, but there is no indication he influenced Rudy.

I think Uriel may have other issues that enable him to take action.

He can only act to engage the Infernal, when the Infernal itself has crossed the line.

But I think he likely has some interest in keeping the Outsiders on the Outside, too; and presumably they too have "excesses" that get his attention and his engagement.

Also:  Nammy is the only Denarian we saw at the Battle of Chicago; others could have been present, but kept away from Harry and/or from the Castle and/or from Nammy.

Interesting thought after discussing the Denarians and their inability to be kept out of circulation because of a balance... Are the Angels sitting out minor disputes they could act in to "save up" eventual bigger actions in more dire situations?
