Except that -- in a mystical sense -- that's exactly what Harry was doing!
He was "confusing" the identities of the two vaults, making them "mythically" the same(ish) place.

Maybe, but that was more or less metaphorical, one was really the entrance to the other.. In this case it is Hades who has the last word, it is his vault that the Artifacts are stored in.  His responsibility that they do no fall into the wrong hands, there are tests to insure they do not..
