Pizza is always negotiated for every task that Za'Gard does, however the loyalty goes beyond that. That is what freaked out Christos and company.

Is Toot still growing?  How tall do you think he will get?  If Harry keeps using him as the general of the wee army, you think he will eventually get human size? 

Conspiracy Theorist:
They knew Harry was good for the Pizza before he became Winter Knight, afterwards it’s an obligation enforced by Winter Law.

Toot is definitely growing someone needs to do a time-line of his growth, he is two and half feet tall now, he could stand on Lacuna’s shoulders and look Murphy in the eye. His growth is linked to his and Harry’s importance according to WOJ.

It strikes me that the Eye of Balor is powered by hate, although it was considered it could be powered by love as Mab says they are the same thing and not opposites, so could it be powered by the Little Folks love of Pizza? Would Pizza S’Press provide Harry with a HUGE battery for the Eye?

This may explain how large Toot will grow. Big enough to comfortably wield the Eye out of love of Pizza.

Of course if Harry owns Pizza S’Press he will probably be audited by the IRS, a whole new way for Jim to torture Harry. “about those diamonds, Mr Dresden”, “the amount of pizza consumed for personal use, is not exorbitant, it is physically impossible Mr Dresden”, “it is not permissible to pay your taxes with ‘Farie Gold’ Mr Dresden”. He would have to get Lacuna to qualify as an accountant, she would be good at it.

If Harry actually marries Lara, I think his business troubles will be over. She has people for that and would would see it handled properly just so he can at minimum make a good show. Or he could give Molly a second favor and have her people handle it.
