I don't think Martha was injured in the battle (they were taking special care with her because she had a plaster and walking problems). Would 3 votes will be enough?

Yes, he may have protections on his body that are not obvious to anyone watching him burn. So perhaps the fires damage his suit for instance, but not actually burn him, or at least not to a major degree. Fire resistance +5, perhaps. So he could have been moderately injured, even in pain, but able to cast a vote.

Yes. It takes three votes for the Council to take up an issue. We see this in Summer Knight. It's kind of like the American Supreme Court. If four justices (of 9) vote to hear a case, the Court hears the case.

Ok, I guess is 30% but it seems a little too much that if the case were something affecting more than just Harry only 3 people would have decided the destiny of so many. But it does not matter, it is what it is.

If they had Merlin, Mai and Liberty then they had a quorum.
Then, in any vote Merlin would hold the proxy of everyone not present -- McCoy, LTW, Christos, Rashid.
Thus the "unanimous vote."

Yeah, considering that apparently the Merlin doesn't ask his proxies how they wish him to vote on
their behalf.
