In the sample chapter, Harry and Ebenezer are suddenly hit with nausea and disorientation, and the corner hounds appear.

Butcher has set Harry up to break all the Laws without "really" breaking the laws. The werewolf belt he didn't make, the self-defense killing, etc.
Butcher effectively engages in destroying or inverting tropes in Dresden Files- it's kind of his thing.
So, I'm going to guess the following:
Whatever happens with the Cornerhounds, Eb dies. But his death leads Harry to solving whatever the crisis is.
And at the end, Harry goes back in time . . and does nothing. His very act of time traveling summons the cornerhounds. He then returns to his own time.
Why? Because the trope of time travel is "what happens if you go back in time and kill your own grandfather?"
Well, if you're already born- nothing.

That's an interesting WAG. It ties together neatly. However, unless that happens almost at the end of Battlegrounds...I am not sure it works. Because Battle Grounds (as far as I can tell) isn't the time travel book. Mirror Mirror (fan title), the following book to Battle Grounds (that was meant to follow Peace Talks before Jim added Battle Grounds in), is meant to be the time travel book.
But who knows? The Cornerhounds must be summoned, and traditionally time travel is what draws their attention. So some sort of time travel is happening in the background at the very least, I would assume.

Hm, yeah I'm not sure who else could 'summon' the Cornerhounds. Unless, maybe the cornerhounds get brought in at the end of PT for a cliffhanger and Eb dies at the beginning of BG.
I know that Butcher said Harry will break the Time Travel law but maybe it really is just a small moment rather than the focus of a whole book. Though now I wanna know if Mirror Mirror is gonna be after Battle Ground or if it'll be the supposed wrestling book.

123 - Butcher confirmed that all the other books are still going to happen. So Mirror Mirror (time travel), Fight Night (god wrestling), etc are all still on track. He has basically just inserted an extra book into the series before all those novels.
And presumably the people who keep summoning Outsiders, whether Black Council or whatever, could summon Cornerhounds like any other Outsider they might summon. Cornerhounds don't seem to be apocalyptic, merely deadly.
Rashid doesn't actually use much time magic, as far as I can tell. He can see possible futures and is naturally cryptic in order to not upset the outcome he wants. Warden Chandler also does a version of this I believe, although it seems to be both different in nature and purpose.
