And if you count organizations where there's an orderly father to son transition of power, plenty of mob families stay persistently powerful.

I'm not a conspiracy theorist, but I've seen a lot of things to suggest that governments do target specific organizations while intentionally ignoring, or even helping, others for various reasons (sometimes intelligence/national security concerns). This is explicitly what Harry says is going on with at least some of the law enforcement community in Chicago.
