I was going to reply with your time travel answer, but you beat me to it. When I was first reading your theory, I was going to reply with "Harry has touched him and would have sensed if he was a practitioner," but your explanation of how he gets his powers in the future explained my objection.

Snark Knight's point about Cowl not believing that Harry survived the Corpsetaker is valid. If Cowl is future Marcone, he would know that Harry was telling the truth. There would be no reason to pretend to be surprised that Harry escaped. It would be a weird move if Marcone is Cowl.

Bad Alias:
If Cowl is Marcone from the future, traveling into the past, he could have altered the timeline slightly.

morriswalters:
Well I suspect that in the not too distant future Helen will back stab Marcone. Again. Saving Harry the necessity of having to kill him.  Either that or will redeem herself in some way that gets Amanda a get out of jail free card.

Cowl himself was stronger than Harry and apparently had known Kemmler.  To get to the same power level as we see in Dead Beat, and to have known Kemmler, he would have had to been working for hundreds of years unless there was a cheat.
