First, that's an awfully quick heal (maybe he had help), but more importantly, is it possible to whistle with no tongue?

Well, I managed to whistle with tongue up and tongue down; putting it left or right gave more trouble but still possible.

So I'd say yes; whistling is done by breath and lips, not tongue.
