What character would you like to see get a power up?

Technology yes. But it might also have been that Bob didn't really understand wireless transmission until he was exposed to it. He could possibly work off of cell tower signals now without any tech, now that he knows what wavelengths to utilize and what encryptions and codings to mimic.

With the sites he undoubtedly visits constantly, I could see Bob getting infected from web Trojans.

Well, that's the question, isn't it? What we saw in GS implied he had internet in his skull. I'm assuming he didn't have a cable and NIC and hosted OS in his skull to get it working, so the implication is that he can use Wifi. And he had a TV, if I recall.
But in CD, he's watching porn on the computer. Which he wouldn't have to do if he had WiFi, and could resolve all of the formatting required to view video in his skull.
So, what's he capable of? And was his use of the computer in CD intentional, because he doesn't have the supernatural equivalent of antivirus to keep him safe from infection? Or was he using it because he wanted it to be on Butters' browser history?

My simple explanation is that Jim wanted it to be funnier. Personally, I think he can use Wi-Fi with little issue. My understanding of Bob's nature is that he can interact with a much broader section of the electromagnetic spectrum, and has some sort of supernatural equivalent of a browser, just not the way we think of it.
It's possible that, for Bob, using the internet through his skull would be annoyingly slow, with relative time on the inside of it. 100 mb/s is 100 mb/s, no matter how quickly you can process information; I feel like it'd be worse than dealing with dial-up for him, if seconds stretch to relative minutes when he's hanging out inside his skull.

Bob is capable of a lot, and I want to see him in action. I had plans for that eventually in my fanfics, but I don't know that I'll ever finish those.
I want to see him in a metal (not iron) skull that's attached to a metal (not iron) body, where he can take the field with Team Dresden. Give a skull charm to Harry and/or Butters that's linked to the skull, so he stays in their "possession".
Then he can wrap it all up in ectoplasmic flesh modeled after something he's familiar with.
