Second of all, interesting point. Is Harry under a similar limitation now as she is? Is he still capable of the act, but rendered sterile while under the Mantle?

Why would he be?
It's the Lady that is specifically NOT a mother. There's nothing about the Knight's fatherhood (thankfully, since, you know, Harry has kids).
