Except that it's not; the victims are usually unaffiliated with the presumed target.

I guess a drive by could be functional in several ways.
level 1: Hit and kill target
level 2: Hit and injure target.
level 3: Hit and injure/kill someone known to target. causes target grief.
level 4: hit and injure/kill someone living near target, causes target to avoid area and/or feel fear due to severity of act.
Just a thought.
