I don't have proof. It just makes sense. Morgan was his assigned Warden and Chicago has a direct Way to Edinburgh. It makes sense that Harry would be restricted to Chicago after his apprenticeship.

It could also be as innocuous as it being the closest big city.

Rasins:
Harry was born and raised in the Midwest.  I'd bet that he was in the Illinois orphan system.  Chicago is the biggest city in the region and he'd have been attracted to it from the time before his adoption by Justin.

After his time with Ebenezar, he wandered around for awhile, and ended up in Chicago where he stayed.

A bigger question for me is more general.  How did Morgan keep tabs on Harry?     Is it something so simple as checking him out for black magic taint every once in a while and keeping an eye out for supernatural/magic like murders?   Of did he use magic to track Harry.

However he did it, he did not identify that Harry had Bob the skull.

I think Morgan did it like any mundane cop.  He followed him.
