I really don't know, was there this thread before or not. I couldn't find it - so ask here:
Which stats Korra will have in DF-RPG? Including skills, aspects and powers, considering also Avatar-mode (huh... after the finale one aspect is easy to say - in love with Asami Sato

Avatar magic works so vastly different from Dresden magic, I wouldn't bother using DFRPG to play an Avatar game. Fate Core will do a much better job at that, and it's a breeze to build the character there.

I think Incite Effect covers normal bending pretty well, though some of the stronger benders hit harder than Incite Effect allows.

I've never seen Korra so I can't offer any advice beyond that.

I'll be putting up stats for Aang sometime soonish over on the request thread. Maybe they'll be useful to you.
